Vodka and beer occupy a central place in the structure of the Russian alcohol market. Unlike wine products, where a significant part of raw materials depends on climatic conditions, vodka and beer production relies on a stable raw material base and developed industrial infrastructure. For the B2B segment, these categories matter both as objects of retail demand, as raw materials for further processing and as export commodities with stable supply dynamics.

Quality Standards: GOST R 56402-2015 and GOST R 72295-2025

Requirements for vodka in Russia and EAEU countries are established by GOST R 56402-2015 "Russian quality. Russian Vodka. Specifications", approved by Rosstandart order No. 334-st of 6 May 2015. The standard applies to vodkas and special vodkas that belong to vodkas with the protected designation of origin "Russian Vodka". Requirements ensuring product safety are set out in section 5.1.4, and organoleptic indicators in section 5.1.2.

According to the standard, vodka production uses rectified ethyl spirit from food raw materials "Lux" under GOST 5962-2013, as well as spirits of highest purification, "Extra" and "Alpha". For purification, activated crushed wood charcoal of grade BAU-A under GOST 6217 is used, as well as auxiliary materials permitted for use in the distillery industry. The content of toxic elements and methyl alcohol must not exceed the permissible levels established by technical regulations.

For beer, from 1 January 2027, the new national standard GOST R 72295-2025 "Beer. General specifications" comes into force, approved by Rosstandart order No. 1053-st of 15 September 2025. The standard applies to beer, including non-alcoholic beer, and will replace the current interstate standard. Manufacturers are granted the right of early application of the new GOST. The document establishes requirements for raw materials, organoleptic and physico-chemical parameters, as well as labelling and packaging.

In addition to these standards, technical regulations TR CU 021/2011 and TR CU 022/2011 apply in terms of safety and labelling. For export supplies, quality must comply with the importing country's requirements, which in most cases are oriented towards national standards and Codex Alimentarius norms.

Vodka Production: Dynamics and Structure

According to Rosalkogoltabakkontrol, in January-September 2026 Russian enterprises produced 48.88 million decalitres of vodka, 6.7% below the same period in 2025. In January-August 2026, vodka production declined by 12.1% to 39.64 million decalitres. Total alcohol production excluding fermentation drinks in the eight months of 2026 amounted to 90.7 million decalitres and became the lowest in ten years.

The decline in output is explained by several factors. First, the high base effect of 2025, when the industry showed recovery growth after pandemic restrictions, is felt. Second, retail vodka sales in January-April 2026 grew by 2%, indicating a shift in demand towards cheaper categories and a change in consumption structure. Third, tighter regulation and rising logistics and excise costs put pressure on producers.

Despite the overall decline, individual regions show resilience. In Bashkiria, 3.82 million decalitres of vodka were produced in January-September 2025, and Tatspirtprom by the end of 2025 became the largest vodka producer in the country with a volume of 13 million decalitres and revenue of RUB 23.7 billion (27% year-on-year growth).

Largest Vodka Manufacturers

The structure of the vodka market is highly concentrated. According to Forbes and industry ratings, the first and second places among the largest alcohol companies in Russia are occupied by Novabev Group (revenue RUB 38.2 billion) and Alvisa (RUB 30.3 billion). Tatspirtprom rose to third place with revenue of RUB 23.7 billion.

Among the leaders of the vodka market, Alcohol Siberian Group, Ladoga and Bashspirt (11th place with revenue of RUB 11.6 billion) also stand out. In January-November 2025, the market leader remained Novabev Group - producer of the Beluga brand - with a share of 6.2%, despite a 3% decline in sales.

In the premium vodka segment, competition is intensifying due to the development of regional brands and localisation of production. Large holdings invest in modernising capacity and expanding their range, including products with protected designations of origin.

Vodka Exports: Geography and Dynamics

Russian vodka exports show steady positive dynamics. According to AKM, in the first seven months of 2026 vodka exports grew by 9% compared to the same period in 2025. The top 3 importing countries include Kazakhstan (over USD 10.6 million), Azerbaijan (over USD 4.6 million) and Georgia (over USD 4.2 million). In total, in 2026 Russia exported vodka to more than 30 countries.

By the end of 2025, vodka exports in volume terms grew by 24%. The top five buyers - Kazakhstan, Georgia, Azerbaijan, Armenia and Israel - accounted for more than 67% of total exports. Kazakhstan provided USD 25 million out of the USD 70 million total, i.e. more than a third of supplies. After the closure of EU markets, the main supplies go to the CIS, Asia, the Middle East and Latin America.

Promising markets for Russian vodka include China, India, South American countries and Ethiopia. Export development is supported by Russian Export Centre programmes, including "Made in Russia" certification and participation in international exhibitions.

Beer Production: Dynamics and Structure

By the end of 2025, beer production with a strength of 0.5% to 8.6% declined by 1% to 781.1 million decalitres, while beer with a strength above 8.6% declined by 6.2% to 82.4 thousand decalitres. Production of all fermentation drinks decreased by 0.4% to 918.7 million decalitres. In January-June 2026, Russia produced 519.3 million decalitres of beer, 3.1% below the same period in 2025.

In the first quarter of 2026, beer production declined by 3.7% year-on-year to 167.1 million decalitres. According to industry estimates, the negative trend formed in the second half of 2025 and continued in 2026. The industry forecasts a further decline in production and sales of 2-5% by the end of the current year.

The main drivers of the decline are tighter regional restrictions on beer sales, rising excise taxes and a shift in consumer preferences towards lighter and non-alcoholic categories. At the same time, production of mead and cider is growing, reflecting the diversification of the fermentation drinks range.

Largest Brewing Companies

According to Kommersant, the top 10 producers of beer and beer drinks in Russia in 2025 was led by Baltika Breweries with a production volume of 197.22 million decalitres (a 16.3% year-on-year decline). Second place went to Bochkarev Breweries (formerly United Breweries) with 101.69 million decalitres. Third place was taken by Moscow Brewing Company with 39.3 million decalitres and 11.6% growth.

Total revenue of the top 10 beer producers in 2025 grew by 14% to RUB 317 billion. Baltika remained the revenue leader, with United Breweries Holding (formerly the Russian division of Heineken) in second place and Moscow Brewing Company in third. Amid tightening competition, producers are investing in brand development, raw material localisation and expansion of export channels.

Beer Exports: Geography and Dynamics

By the end of 2025, Russia exported more than 190 thousand tonnes of malt beer worth more than USD 103 million. In the first half of 2026, beer supplies abroad exceeded USD 40 million, and total exports grew by 4% in the half-year.

The largest buyers of Russian beer in 2025 were:

  • Belarus - over USD 13 million.
  • Kazakhstan - over USD 9.5 million.
  • Uzbekistan - over USD 3 million.
  • China - over USD 2.7 million.
  • Kyrgyzstan - about USD 2 million.

Exports to Uzbekistan in the first half of 2026 grew more than fourfold and exceeded the figure for all of 2025. Russia also resumed beer exports to Peru for the first time since 2017 and continues supplies to Croatia, which began in 2025. Promising markets include the CIS, China, Southeast Asia and Latin America.

Logistics and Supply Conditions

Vodka and beer require temperature control and protection from direct sunlight throughout the route. Beer is sensitive to temperature fluctuations: overheating can lead to deterioration of taste characteristics and turbidity, while freezing can destroy the structure. Vodka is less sensitive to temperature fluctuations, but glass containers require protection from mechanical damage.

International shipments use temperature-controlled containers and reefer transportation, especially for deliveries to countries with hot climates. Packaging must provide rigidity and moisture protection; cushioning materials and reinforced transport packaging are used for glass containers. For export batches, licences, excise stamps, declarations of conformity with TR CU 021/2011 and TR CU 022/2011, as well as documents confirming the origin of products, are required.

Financial support for the transaction may include letters of credit, bank guarantees and cargo insurance. For long-term contracts, it is advisable to fix a mechanism for adjusting terms when raw material costs, excise taxes, logistics tariffs and exchange rate fluctuations change.

Prospects and Selection Factors

The Russian vodka and beer market is at a stage of structural transformation under the influence of tighter regulation, changing consumer preferences and reorientation of export flows. Key success factors are quality and safety stability, compliance with GOST R 56402-2015 and GOST R 72295-2025, availability of licences and excise stamps, cost competitiveness and the development of export channels.

For buyers, not only price per unit matters but also the product category (vodka, beer, beer drinks), strength, composition, storage and packaging conditions, supply chain reputation, and laboratory confirmation of compliance and a complete package of accompanying documents for export batches. Understanding standards, technological differences and market structure helps reduce risks and build long-term contracts.
