The Russian soft drinks industry has shown steady positive dynamics in recent years and is strengthening its position in both domestic and foreign markets. The sector covers the production of lemonades, kvass, fruit drinks, juice-containing beverages, mineral and drinking water. For the B2B segment, these products matter both in retail assortment and foodservice and as raw materials or ready components for other productions. The category's specificity lies in the fact that quality and safety are determined by raw materials, technological discipline and compliance with standards, as well as by the stability of the cold chain and logistics.
The basic classification document is GOST 28188-2014 "Nonalcoholic drinks. General specifications". It applies to non-alcoholic beverages but does not cover tonic drinks, artificially mineralised waters and fermentation drinks. The standard distinguishes several groups: carbonated and non-carbonated, with juice, fruit drinks, plant-based, flavoured, special-purpose and national drinks.
From 2028, the new GOST 28188-2025 comes into force, introducing stricter composition requirements. Drinks are divided into five groups, a limit on ethyl alcohol is set at no more than 0.5% by volume, and minimum norms for vitamins and minerals are established at no less than 7.5% of the daily norm for fortified drinks. It is separately stipulated that sediment during storage is possible, but the drink must remain transparent. Energy drinks, tonics, kvass and fermentation products are excluded from the new standard. The industry has been given time to re-equip laboratories and change formulations until January 2028.
Kvass is distinguished separately as a national non-alcoholic fermentation drink. Under GOST 34792-2021, kvass is a national non-alcoholic drink made according to a special technology. Pasteurised kvass also belongs to non-alcoholic fermentation drinks. Kvass holds a special place in Russian consumer culture and remains one of the most recognisable national products.
The industry's raw material base includes water, sugar, sugar-containing products, juices and extracts, plant raw materials, flavourings, acids, vitamins and minerals. Kvass production uses rye and barley malt, rye flour, sugar and yeast. Fruit drinks use fruit and berry raw materials, while lemonades use natural syrups and flavour compositions.
Technological schemes differ depending on the drink group. For carbonated drinks, key stages are blend syrup preparation, carbonation, filling and capping. For kvass - preparation of kvass wort, fermentation, clarification, cooling and filling. For fruit drinks - extraction of fruit and berry raw materials, filtration and preservation. Modern Russian enterprises increasingly use automated flow lines that ensure parameter stability and reduce the human factor.
An important direction is the use of natural raw materials. A number of Russian manufacturers position their lemonades and kvass as products based on natural syrups and sugar, without artificial additives. This aligns with the global "clean label" trend and growing demand for products with a clear composition.
Quality control in the industry includes incoming raw material analysis, semi-finished product control and finished product control. Key parameters are organoleptics (taste, odour, colour, transparency), physico-chemical parameters (mass fraction of dry substances, acidity, sugar content), microbiological safety and preservative content.
Under the new GOST 28188-2025, in terms of safety, food additive and flavouring content, soft drinks must comply with the requirements of the regulatory legal acts of the state that adopted the standard. For microbiological safety, drinks containing a mixture of sugar and sweetener are controlled according to the parameters established for sugar-based drinks. The use of processing aids and preservatives is permitted in accordance with regulatory acts.
For export supplies, certificates of conformity with the importing country's requirements, veterinary certificates (for products containing animal-derived ingredients) and declarations of conformity are additionally required. Special attention is paid to labelling and composition declaration, especially for fortified drinks.
Soft drink production in Russia shows steady growth. According to industry analysts, between 2020 and 2024 output grew by 40% and reached 24.7 billion litres. In 2025, output exceeded RUB 450 billion, with an annual growth rate of 24.7%, significantly outpacing previous years. Over 2020-2025, production increased by 52% and reached 26.7 billion litres in natural terms.
The highest growth rates were recorded in drinking and mineral water production - 54% over five years. Soft drink production increased by 34%, and juices and nectars by 11%. The share of functional drinks, sugar-free drinks and low-calorie products is growing in the output structure, reflecting a shift in consumer preferences towards healthier products.
The departure of a number of foreign companies created space for domestic brands developing new formulations and expanding their range. The domestic market is almost entirely covered by Russian manufacturers, who successfully compete with imported products.
Exports remain one of the key drivers of the industry. In the first seven months of 2025, Russian soft drink exports increased by 16% in volume and 11% in value. In natural terms, supplies exceeded 1.9 million tonnes, with a total value of over USD 246 million.
By the end of 2025, Russian soft drink and juice producers exported products worth USD 450 million, 1.7% more than in 2024. The target for 2030 is around USD 550 million. Global sales of soft drinks and juices in 2025 amounted to about USD 1 trillion 20 billion, with a forecast of USD 1 trillion 230 billion by 2029, confirming growth potential.
The main export flow is directed to neighbouring countries. The top five importers by value are Kazakhstan, Belarus, Uzbekistan, Kyrgyzstan and Mongolia. Neighbouring countries account for 86% of soft drink exports and 90% of juice products. At the same time, high dependence on these markets remains, stimulating the search for new directions.
Promising growth directions include the Middle East, Asia and Africa. In the Middle East, working with premium segment products is important, which opens opportunities for Russian manufacturers given the environmental friendliness and quality of their products. In the global market structure, 30% (103 billion litres) accounts for functional and healthy lifestyle drinks - a growth point for Russian exports.
Soft drinks require temperature control and protection from mechanical damage throughout the route. Carbonated drinks are sensitive to temperature and pressure changes, which is important to consider when transporting in reefer containers. For juice-containing drinks and fruit drinks, cold chain stability is critical to preserve taste and safety.
Packaging plays an important role: carbonated drinks use PET bottles, aluminium cans and glass, while kvass and fruit drinks use PET, glass and large-capacity containers. Transport packaging must provide rigidity and moisture protection, especially for cardboard and combined materials.
Financial support for the transaction may include letters of credit, bank guarantees and cargo insurance. For long-term contracts, it is useful to fix a price adjustment mechanism for changes in raw material, packaging and logistics tariffs.
The Russian soft drinks industry demonstrates resilience and adaptability. Key growth factors include expanding export geography (CIS, China, Middle East, Africa), increasing the share of functional drinks and reduced-sugar products, and developing domestic demand for natural and "clean-label" drinks.
For buyers, not only price per litre matters but also quality stability, shelf life, storage conditions and supply chain reputation. Understanding standards, technological differences and the structure of export flows helps reduce risks and build long-term contracts with Russian manufacturers.
