Natural cosmetics and skincare occupy a steadily growing segment of the Russian consumer market. Unlike synthetic analogues, natural cosmetics are positioned as products with a high share of natural ingredients, minimal environmental impact and traceable raw material origin. For the B2B segment, this category matters both as an object of retail demand and as an export commodity whose quality and safety are regulated by technical regulations and national standards.

Regulation: TR CU 009/2011 and New Naturalness Standards

The basic document establishing mandatory requirements for perfumery and cosmetic products in Russia and EAEU countries is Technical Regulation TR CU 009/2011 "On the safety of perfumery and cosmetic products". The regulation applies to products applied to the skin, hair, nails, lips and external mucous membranes and establishes requirements for composition, toxicological and microbiological safety, labelling and identification. In 2025-2026, the regulation was amended: lists of prohibited and restricted substances, colourants, preservatives and UV filters were updated, and requirements for family-use products were tightened.

Until recently, Russia lacked a standard distinguishing "natural" and "organic" cosmetics at the level of the finished product. The situation changed with the introduction of preliminary national standard PNST 1030-2025 "Perfumery and cosmetic products, natural and organic. General requirements", developed by Roskachestvo and effective from 1 June 2026. According to the document, a product may be called natural if the share of natural ingredients is at least 90% for rinse-off products and at least 95% for leave-on products. The label "natural with organic ingredients" is permitted at an organic share of 5 to 10%, while the word "organic" on packaging is allowed only if the content of organic components exceeds 10%.

In parallel, organic standards for raw materials apply: GOST 33980-2016 "Organic production products. Rules for production, processing, labelling and sale" and GOST R 59425-2021 "Organic products from wild raw materials. Rules for collection, harvesting, processing, storage, transportation and labelling". These documents regulate the conditions for growing and collecting plant raw materials, the prohibition of pesticides, herbicides, mineral fertilisers and GMOs, and traceability requirements. Certification under both standards confirms that raw materials are produced without chemical contamination and away from industrial zones.

The new naturalness standard is voluntary and does not oblige manufacturers to undergo conformity confirmation. However, certification is seen by brands primarily as a marketing tool to attract consumers focused on natural and organic products, as well as a competitive advantage in foreign markets.

Market and Production Base

By the end of 2025, the total revenue of domestic cosmetic manufacturers exceeded RUB 1.16 trillion, accounting for 80% of the industry's total turnover. The share of Russian brands in the cosmetics and perfumery market reached 68%, and the number of enterprises in the perfumery and cosmetics industry exceeded 600, employing about 55 thousand people. Production in value terms grew by 5.6% year-on-year, and export volume by more than 20%.

Natural cosmetics account for a significant market share. According to Petr Bobrovsky, Executive Director of the Association of Manufacturers of Perfumery, Cosmetics, Household Chemicals and Hygiene, cosmetics with organic components account for about 15-20% of the market, and natural cosmetics for about 50%. The number of domestic natural cosmetics manufacturers is estimated at about 3 thousand, reflecting high fragmentation and an active inflow of new brands.

The production structure is skewed towards skincare for face and hair, as well as personal hygiene products. Decorative cosmetics account for a smaller share but show steady growth driven by the development of local brands and reduced dependence on parallel imports. Amid tighter sanctions and reduced supplies of Western brands, Russian manufacturers received an incentive to expand their range and localise production.

Key Manufacturers and Brands

The Russian natural cosmetics market is represented by both large vertically integrated holdings and niche brands with their own production.

Natura Siberica (AFK Sistema Group) remains one of the leading natural cosmetics manufacturers. The company was the first among Russian cosmetic brands to certify its production sites and wild plant collection areas in Kamchatka and Sakhalin under GOST 33980-2016 and GOST R 59425-2021. Organic status was granted to 107 plant species used for extracts. Products are supplied to more than 90 countries, with particular interest in the Indian and Chinese markets. In May 2025, the brand participated in China Beauty Expo in Shanghai, and a stream on a Chinese platform sold more than 16 thousand products.

Babushka Agafya's Recipes is a brand specialising in natural care products using wild herbs and honey. Products are represented in major Chinese retail chains The Colorist and Wanning: 25 SKUs are already on sale, and another 35 SKUs are undergoing certification for entry into the Chinese market.

Matsesta (Sochi) is a natural cosmetics manufacturer based on mineral water and plant extracts. Monthly output is about 250 thousand units, and in 2025 the company planned to increase production by 30% and expand export activities.

Botavikos is a Russian natural cosmetics manufacturer and supplier of essential and vegetable oils. The company has its own production facility of 2,000 m² and is a member of the Russian Perfumery and Cosmetics Association.

SIBIRBOTANIQ is a natural cosmeceutical brand founded in 2018 and focused on the bioactive heritage of Siberia. The company received the "Made in Russia" certificate and is a member of the All-Russian Union of Manufacturers.

Other notable players include Chistaya Liniya, Chyorny Zhemchug, Organic Shop, Sila Severa (Yamal), Anapskaya Cosmetics and Ulitochnikova Ferma (Krasnodar Krai), Sdelano Pcheloi (Perm), VPITAY and Melissa Field (Buryatia).

Exports: Geography and Dynamics

Russian natural cosmetics exports show steady positive dynamics. According to the Ministry of Industry and Trade, export volume of perfumery and cosmetic products in 2025 grew by more than 20%. Siberian manufacturers exported almost 6.1 thousand tonnes of cosmetics and perfumery worth over RUB 2.9 billion in 2025, up almost 7% in value year-on-year. Supplies were made to 27 countries, with Kazakhstan the largest buyer; the top five also included Belarus, Uzbekistan, Kyrgyzstan and Azerbaijan. In 2025, first supplies were made to Malaysia.

Moscow manufacturers, with the support of the Moscow Export Centre, supplied products worth RUB 2.2 billion in 2025. About 30% of this volume goes to China, which remains the largest importer of Moscow cosmetics. In the supported export structure, about 85% is decorative and skincare cosmetics, and 13% is children's cosmetics.

The Chinese direction is developing at an outstripping pace. According to Chinese customs, sales of Russian cosmetics in China grew from CNY 3.2 billion in 2022 to CNY 12.8 billion in 2025, with a CAGR of 58.9%, significantly higher than the average growth rates of brands from Europe, the US, Japan and Korea. The export range is dominated by shampoos, creams and lotions; ampoule serums adapted for Asian skin types, with natural brightening components, have become a separate driver. Chinese consumers value Russian cosmetics specifically for their naturalness and seek to purchase products presented on the Russian market, not only adapted samples.

In addition to China and the CIS, Russian natural cosmetics are supplied to the Middle East (Saudi Arabia, UAE), Southeast Asia (Malaysia, Vietnam), Turkey and Armenia. Export development is supported by Russian Export Centre programmes, including "Made in Russia" showcases on foreign marketplaces.

Logistics and Supply Conditions

Natural cosmetics require temperature control and protection from direct sunlight throughout the route. Creams, serums and products with vegetable oils are sensitive to temperature fluctuations: overheating can lead to emulsion separation and oil oxidation, while freezing can destroy the structure. International shipments use temperature-controlled containers and reefer transportation, especially for deliveries to countries with hot climates.

Packaging plays an important role: glass, PET and airtight dispensers are used for creams and serums, while dark glass is used for oils to protect against UV radiation. Transport packaging must provide rigidity and protection from mechanical damage, especially for glass containers. For export batches, declarations of conformity with TR CU 009/2011, certificates of origin and, where necessary, veterinary certificates for products containing animal-derived components are required.

Financial support for the transaction may include letters of credit, bank guarantees and cargo insurance. For long-term contracts, it is advisable to fix a mechanism for adjusting terms when raw material costs, logistics tariffs and exchange rate fluctuations change.

Prospects and Selection Factors

The Russian natural cosmetics market is at the stage of transition from import substitution to growth and localisation. Key success factors are quality and safety stability, compliance with TR CU 009/2011 and the new naturalness standard, organic certification of raw materials, cost competitiveness and the development of export channels.

For buyers, not only price per unit matters but also the product category (skincare, decorative, children's), the share of natural and organic components, the availability of certificates (GOST 33980-2016, GOST R 59425-2021, PNST 1030-2025), storage and packaging conditions, supply chain reputation, and laboratory confirmation of compliance and a complete package of accompanying documents for export batches. Understanding standards, technological differences and market structure helps reduce risks and build long-term contracts.
